ASEAN EXECUTIVE
SEMINAR ON E-GOVERNMENT
The ASEAN Executive Seminar on eGovernment was held in Singapore from
18-19 November 2002, with the aim of narrowing the digital divide within
ASEAN. It was a joint initiative between the Singapore Government and
the eASEAN TaskForce, the region's advisory body on developing an ASEAN
e-space and competencies to compete in the global information economy.
The seminar underscored the paramount role that ASEAN Governments must
play in moving forward their respective ICT sectors. Senior government
officials at the Permanent Secretary and Deputy Minister level from the
respective ASEAN countries attended the seminar. The key outcomes of the
seminar had provided valuable inputs to the relevant ASEAN bodies in
driving the e-ASEAN process forward.
ENGLISH LANGUAGE
TRAINING PROGRAMME FOR AFGHAN OFFICIALS
Singapore has been working with the United Kingdom (UK) since 1993 to
provide training for participants from selected developing countries,
including Vietnam and Monglia. Areas of training include port management
and English language. In 2002, Singapore and the United Kingdom (UK)
launched a new initiative to extend technical assistance to Afghanistan
under the framework of the Singapore-UK TCTP. A 5-week English language
training programme was held in Singapore in December 2002 for 23 senior
Afghan officials. This was followed by a series of courses in the UK on
public administration and economics.
COUNTER-TERRORISM
FINANCING WORKSHOP
In January 2003, Singapore co-hosted a workshop with the United States
on counter-terrorism financing. The 2-day programme was aimed at helping
ASEAN and Pacific Islands Forum members strengthen their domestic
efforts and promote international cooperation in combating terrorist
financing. 48 officials from these countries participated in the
workshop.
STUDY VISIT FOR
CAMBODIA, LAO PDR, MYANMAR AND VIETNAM (CLMV) OFFICIALS ON COMBATING
SARS
Singapore, in partnership with Japan and the World Bank, invited 20
Health and Immigration senior officials from Cambodia, Lao PDR, Myanmar
and Vietnam for a study visit from 4 to 6 June 2003 to study SARS
related measures implemented by Singapore. These officials were briefed
by the Ministry of Health (MOH), Immigration and Checkpoints Authority
(ICA) and the Civil Aviation Authority of Singapore (CAAS) on health
screening procedures, anti-SARS measures, contact tracing, quarantine
measures, public education and hospital containment strategies. They
also visited the various SARS Management Centres to observe at
first-hand, ground operations. This study visit programmes demonstrates
Singapore's commitment to work with various partners and our ASEAN
neighbours in a concerted effort to keep the region SARS-free.
