To date, Singapore has
Third Country Training Programmes (TCTPs) with 16 countries and 19
international organisations. Through these programmes, the experience,
expertise and resources of two partners are combined to provide training
programmes for the benefit of a larger number of developing countries.

Singapore's joint
training programmes extend to a large number of developing countries in
the Asia-Pacific, Africa, the Middle East, Latin America and the
Caribbean. Training is provided in a wide range of fields including port
management, civil aviation, telecommunications, productivity, housing
and estate management, information technology, environmental management,
and English language training.
Some illustrations of our TCTP programmes:
Singapore and the International Monetary Fund (IMF)
signed a landmark agreement in September 1997 to establish the
IMF-Singapore Regional Training Institute (STI)
in Singapore. Then IMF Managing Director Mr. Michel Camdessus and
Singapore's Minister for Finance Dr Richard Hu inaugurated the
STI,
which is the IMF's first regional training institute in Asia, on 4 May
1998. The
STI offers training in
the formulation and implementation of macroeconomic and financial
policies to officials of Asian-Pacific countries. To date,
STI has organized over
153 training courses and has received over 4,299 participants.
The
World Bank Institute (WBI) and MFA have a partnership to provide
technical assistance to developing countries in the Asia Pacific region
and beyond. Since 1997, under the Singapore-World Bank TCTP, 20 joint
training courses have been conducted for over 533 government officials.
The training courses included fields in environmental management, urban
development, hospital reform, finance, health care and information
technology.
The
Japan-Singapore Partnership Programme (JSPP) was established in 1994 to
offer joint training courses to participants from the Asia-Pacific
region. Singapore and Japan signed the JSPP for the 21st Century
(JSPP21) in May 1997 to extend technical assistance from Asia-Pacific to
Africa. Under JSPP21, over 1,859 participants had participated in over
111 courses since 1997.
Since 1995, Singapore and Canada have worked closely to provide English
Language training to Indochinese countries. To date over 788 officials
have received English Language training in Singapore. In November 1998,
Singapore and Canada signed a General Agreement of Development
Cooperation to extend technical assistance to developing countries in
the Asia-Pacific region. The training programmes included fields in
banking & finance, food safety and public sector management.
