The Immigration & Checkpoints Authority (ICA) is a government agency under the Ministry of Home Affairs. ICA comprises the former Singapore Immigration & Registration (SIR) and the former Customs & Excise Department (CED), which performed enforcement work at the various checkpoints. The major objective of the merger is to meet the challenges of an increasingly complex security landscape by enhancing the overall checkpoint command and control; hence, resulting in tighter checkpoint security and more effective utilisation of resources. Operational since 1 April 2003, the mission of ICA is to ensure that the movement of people, goods and conveyances through the checkpoints is legitimate and lawful. ICA administers and upholds the laws on immigration, citizenship and national registration fairly and effectively.
