Eligibility
Applicants for SCP training programmes should satisfy the
following criteria:
-
Middle to Senior level officials
-
Nominated by their respective Governments or National Focal
Points for Technical Assistance
-
Suitably qualified to attend the training programme, as
assessed by the training agency
-
Proficient in English, i.e. have a good command of spoken
and written English. (Please note that there would be no interpreters on
hand during the training)
-
In good health to complete the course. Female officers in a
family way are discouraged from applying
-
Below 50 years of age
-
Be able to attend the training programme from the start date
to the end date. Participants who miss more than 10% of the training
programme may not be awarded the Certificate of Attendance. Should the
participant be required to return home temporarily during the period of
training, he/she should seek the approval from the respective nominating
authority, the government of Singapore and the relevant Training
Agency. In this situation, travel and other related expenses would be borne
by the participant. In addition, training allowance for the period of
absence would also have to be returned to the Singapore Government

Application
Procedures
Applications should be:

Fully completed
and submitted in the appropriate application form (in duplicate copies).

Typed or
hand-written in CAPITAL LETTERS
-
Endorsed by the Ministry of Foreign Affairs or National Focal Point for
Technical Assistance of your country
-
Attached with a competed Medical Examination Form for training programme
lasting more than 1 month. The Medical Examination Form should be
completed by a certified medical practitioner. X-ray films should be attached
to the Medical Examination Form
-
Forwarded to Singapore through
diplomatic channels ahead of the nomination deadline. To expedite the
application process, a copy of the application form should be faxed to:

Application forms that are not completed would not be considered.
Applicants should refrain from making telephone calls and fax inquiries on the
status of their application. The results of application would be released to
the applicant as well as the respective Ministry of Foreign Affairs or
National Focal Points for Technical Assistance.
Successful applicants:
Successful applicants would be issued with a Letter of Acceptance, Terms of
Award and a Confirmation Letter.
i) Letter of
Acceptance
Participants must
carry the Letter of Acceptance with them to Singapore to facilitate clearance
at the Airport Immigration. Participants should continue to carry this Letter
of Acceptance with them as a form of identity during the period of training in
Singapore.
ii)
Terms of Award
The
Terms of Award, which is attached to the Letter of Acceptance, contains information on
the terms of training in Singapore.
iii) Confirmation
Letter
Successful
participants should complete the Confirmation Letter attached to the Letter of
Acceptance and fax it to the Singapore Ministry of Foreign Affairs at (65)
6479 3357, upon notification of the successful outcome of the nomination. This
is to facilitate the arrangement of a SCP Liaison Officer to meet with the
participant upon arrival in Singapore.
Visa Requirements
Successful applicants should check with the nearest Singapore Embassy about
their visa requirements to enter Singapore. If a visa is required, applicants
may need to submit visa applications at least 2 weeks in advance of their
departure for Singapore.

Vaccination Certificate Requirements
A yellow
fever vaccination certificate issued 10 days or more ago is required
from travellers who have been in or have passed through any of the following
countries during the 6 weeks preceding the scheduled date of arrival in
Singapore. Travellers with the vaccination certificates that are less than
10 days old or are without one will be subjected to a risk assessment by
the Airport Health Office. If the traveller is denied entry, he or she will be
required to take the next flight out of Singapore. The affected countries

Singapore Cooperation Programme Training Awards (SCPTA)

Small Island Developing States Cooperation Programme (SIDSTEC)
For training programme under the SCPTA and the
SIDSTEC, the award covers:
-
Training costs
-
Accommodation
for the duration of training in
Singapore, one day (after 2 pm) before the start of the training programme
to one day (before 12 noon) after the end of the training programme
-
Training
allowance from first day to last day of the training programme
-
Social
programme
-
Group Accident
and Hospitalisation Insurance during their stay in
Singapore*
-
Airport meeting
services**

ASEAN Training Awards (ATA)
iv)
Most Third Country Training Programmes (TCTPs)
For training programmes under the ATA and most
TCTPs, the award covers:
-
Return economy
class airfare
-
Training costs
-
Accommodation
for the duration of training in
Singapore, i.e. one day (after 2 pm) before to the start of the course to
one day (before 12 noon) after the end of the training programme
-
Training
allowance from first day to last day of the training programme
-
Social
Programme
-
Group Accident
and Hospitalisation Insurance during their stay in Singapore*
-
Airport Meeting
Services**
* The Group Accident and Hospitalisation Insurance does not
cover pre-existing illnesses and outpatient medical/dental treatment.
Participants are advised to obtain their own travel insurance and will be
fully responsible for any costs arising from loss or theft of personal
belongings.
** An SCP Liaison Officer (SCPLO)
representing the Singapore Ministry of Foreign Affairs will receive the
participants at the Information Counter in the Arrival Hall of the Singapore
Changi Airport and accompany them to the designated hotel or service
apartments. Successful applicants are therefore advised to convey their flight
itineraries by fax or e-mail to the Technical Cooperation Directorate,
Singapore Ministry of Foreign Affairs, at least 48 hours before departure to
facilitate airport arrival services and transportation to the hotel or service
apartments.
For
the training programme where the participants would be required to make their
own flight arrangements, they should arrange the flight itinerary such that
they arrive in Singapore one day before the start of the training programme
and depart one day after the end of the training programme. Participants
should also ensure that their flight itinerary has “Confirmed” status with the
airline/s for the return trip home.
At the
end of the training programme, the SCPLO would also accompany the participants
to the Singapore Changi Airport on the designated day of departure from
Singapore.
